Assam Police has secured the third position among 29 states and Union Territories in the Indian Police Foundation’s list of ‘Smart Policing’ index. As per the list, Assam Police has secured the third rank in the country with an overall rating of 7.89 out of 10. Andhra Pradesh is ranked first with a score of 8.11 and Telangana secured the second position with 8.10 points.

The Indian Police Foundation (IPF), a multidisciplinary think tank and policy advocacy platform, conducted the “IPF SMART Policing Survey 2021” in 29 states and Union Territories of the country and published its report.

The SMART Policing idea was envisioned, articulated and introduced by Prime Minister Narendra Modi at the Conference of DGPs of State and Central Police Organizations, held at Guwahati, in 2014 and it envisaged systemic changes to transform the Indian police to be strict and sensitive, modern and mobile, alert and accountable, reliable and responsive, techno-savvy and trained.

The purpose of the IPF survey was to gather information on citizens’ perceptions of the impact of the SMART policing initiative and to gauge public perceptions of the quality of policing in India and the level of public trust in the police.

The experts from various Institutions of repute, including IIT-Kanpur and Tata Institute of Social Sciences (TISS) in Mumbai were involved in this survey.

The IPF designed the survey questionnaire around 10 areas of SMART policing, comprising six indicators of competence, three indicators of values and one on public trust and the SMART scores are set on a scale of 1 to 10 and are indicative of the levels of citizen satisfaction, a score of 10 being the highest level of satisfaction.

In the list, Assam is ahead of Kerala (7.53), Sikkim (7.18), Mizoram (7.14), Gujarat (7.04), Odisha (6.94), Himachal Pradesh (6.91), Puducherry (6.91), Goa (6.86), Delhi (6.85), Tamil Nadu (6.73), Karnataka (6.69), Uttarakhand (6.69), West Bengal (6.66), Meghalaya (6.60), Haryana (6.39), Tripura (6.33), Jammu & Kashmir (6.26), Maharashtra (6.25).

Uttar Pradesh stands in 28th position in the list with a 5.81 score and Bihar stands in the last position with 5.74.

Assam Police secured third place in the country in important individual parameters, like Police Sensitivity; Strictness and Good Behaviour; Accessibility; Police Responsiveness; Helpful and Friendly Policing; Fair, Unbiased and Lawful Policing and Police Accountability.

Assam DGP Bhaskar Jyoti Mahanta expressed his appreciation to each member of the Assam Police who has been working relentlessly despite a myriad of challenges in the service of society.

Assam Police is committed, under the visionary leadership of the Assam Chief Minister, to transform itself as a force dedicated to provide reliable, accessible, responsive, technology-driven and trained policing services to the people, a police force that is values-driven, will promote integrity, set standards of conduct, make efforts to reduce corruption, ensure that police discharge their duties with fairness and impartiality and build appropriate accountability mechanisms. We look forward to continued support and cooperation from citizens in this regard,” the Assam DGP said.

Telangana has secured the first position in Police Sensitivity, Strictness and Good Behaviour, Accessibility, Police Responsiveness, Technology Adoption; while Andhra Pradesh secured top position in Helpful and Friendly Policing, Fair, Unbiased and Lawful Policing, Police Accountability, Public Trust in the Police indicators.

The survey had gathered an impressive sample size of 1,61,192 responses across the country.
