The efficiency-based promotion system in Kerala government offices will be effective only from 2023. The proposal put forth by the Kerala government for its employees will face some delay in implementation as almost all government employees have already submitted their confidential reports for the year 2021.

The next confidential report by the state government officials, covering the service from January 1 to December 31, 2022, needs to be submitted only after January, 2023.

As of now, promotions are being given based on the confidential records during the last three years of service and overall reports.

The promotion list is usually massive and will have a list of employees three times the number of vacancies. From this list, those securing the lowest grades, like ‘D’ and ‘E,’ are not considered for promotion.

However, these staff members can file a complaint or approach the Kerala Administrative Tribunal to rectify the situation if they feel it’s unfair. Even in the new system, the aforementioned procedures are likely to continue.
